The Structure of Defence Estates (DE)

The structure is described by the Defence Estates Organisation Chart.

Chief Executive Defence Estates

The role of DE Chief Executive is to implement the Estate Strategy. The strategy is to support and enhance military capability by providing and maintaining the estate and its infrastructure - the Estate includes family housing.

Defence Estates also provide specialist support to the MOD on issues such as estate policy and the agenda for Sustainable Development in Government.

Director General Operations (DG Ops)

DG Ops has overall responsibility for managing the maintenance and improvement of MOD land and property throughout the world. This includes the US Visiting Forces estate.

These tasks break down into three main outputs:

  • Estate Management. Identify priorities for estate maintenance and deliver an estate that is fit for purpose and meets operational needs.
  • Projects. Delivering new or improved estate capability. This ranges from new warship berthing platforms to office accommodation, new workshops and Housing. The main procurement routes are Regional Prime Contracting (RPC) or Stand-Alone Primes, depending on the value and complexity of the project.
  • Land Management Services.These include:
    • MOD land and property disposals.
    • Capital valuations, ratings, hirings and lettings.
    • Providing advice on sustainability, environmental and conservation work.
    • Town and country planning and estate studies worldwide.

Director Projects (D Proj)

D Proj manages complex capital projects and estate-led Public Private Partnerships / Private Finance Initiative (PPP / PFI) arrangements.

D Proj responsibilities include:

  • Single Living Accommodation Modernisation (Project SLAM).
  • MOD’s water and waste water Private Finance Initiative (Project Aquatrine).
  • The MOD Estate in LondonExternal link to Ministry of Defence Intranet content (Project MoDEL) and British Forces Post Office (BFPO) relocation.

Director Housing

Most MOD housing stock in England and Wales is either leased or provided under PPP arrangements. Houses in Scotland, and certain other areas, are mostly MOD-owned.

DE remains responsible for lease payments and the maintenance and upgrade of leased back properties. The total stock of Service Families’ Accommodation managed by DE is about 50,000 properties.

The responsibilities of Director Housing include:

  • An allocation service to entitled and eligible personnel in accordance with Service regulations.
  • Providing Customer care services to about 42,000 Service families and some 3,000 other occupants at any one time.
  • Managing over 40,000 moves – into or out of accommodation each year.
  • Resolution of complaints.
  • Liaison with facilities management organisations.
  • Liaison with Service chains of command.
  • Contributing to local Service community support.

Director Programming (D Prog)

Director Programming:

  • Provides a focal point within DE for the internal MOD customer.
  • Co-ordinates estate development across the Department with the aim of ensuring coherence.
  • Provides an independent scrutiny function for estate projects or projects that have implications for the estate. This ensures development lines accord with the MOD Estate Strategy.
