Role and Customers of Defence Estates (DE)

Role of Defence Estates

DE provides a range of estate services that support all aspects of a diverse estate.

These services include:

  • Maintaining the built estate and any new builds, including accommodation for Service personnel and their families.
  • Managing the rural estate.
  • Rationalising the estate and achieving the Government’s targets for Sustainability.
  • Advising on Estates issues associated with the procurement of Equipment.

The DE Top Level Budget (TLB) is formally tasked to:

  • Deliver and enhance defence capability by providing a sustainable estate of the right size and quality.
  • Provide advice to Customers and stakeholders in compliance with current policy and legislation.
  • Meet customer requirements and maintain and improve Customer satisfaction.

Customers of Defence Estates

Each TLB in MOD is a Customer for DE.

A Customer Estate Organisation (CEstO) is in place that to provide close liaison with Customers and ensure DE delivers Estate services that meet their needs.

There is a CEstO in each TLB which presents the Customer requirement to DE. Through consultation, DE determines the appropriate:

  • Solution
  • Procurement strategy
  • Delivery programme.

The Customer is responsible for obtaining the funds and for seeking approval for the project. Once these are in place the project is transferred to DE to deliver.
